In his discourse, Stephen meant to say that now this hitherto unkept promise had been fulfilled in Jesus of Nazareth. Like Moses, Jesus had presented himself upon the mountain as a sin offering. The offer of Moses had not been accepted. Christ, however, had in fact allowed himself to be made sin for us and had taken the curse upon himself for us (Gal 3:13).
